Housing Opportunities Made Equal
Creating Stronger, Diverse Communities
  • HOME’s Making Moves Program (MMP) helps families with Housing Choice Vouchers (HCV) move to Well-Resourced Areas (WRAs)—communities that offer resources and opportunities that can support the growth and development of children.

WRAs are designated census tracts located within Erie and Niagara Counties.

  • MMP eligibility requirements are established by the program’s funding guidelines. To participate, applicants must meet all eligibility requirements, including:

    • Have an active Housing Choice Voucher (HCV).

    • Have children under age 18 listed on the HCV.

    • Currently live outside of a Well-Resourced Area (WRA).

    • Be actively searching for housing, meaning a landlord packet has not yet been submitted for a unit.

  • Mobility counseling provides personalized education, support, and guidance throughout the housing search.

Trained mobility coaches work one-on-one with participants to help them identify and secure housing in Well-Resourced Areas (WRAs) and navigate the steps involved in moving with an HCV.

  • MMP provides a range of services to help participants successfully move to a Well-Resourced Area, including:

    • Housing listings in WRAs that are within applicable payment standards.

    • Weekly educational workshops.

    • Assistance completing housing applications.

    • Help with voucher- and housing-related questions or issues.

    • Support communicating with landlords, including talking with landlords alongside you when needed.

    • Short-term financial assistance for eligible moving expenses associated with a move to a WRA.

  • MMP is designed specifically to support families moving to Well-Resourced Areas.

    MMP:

    • Does not provide emergency housing.

    • Does not provide ongoing financial assistance.

    • Does not replace or provide your Housing Choice Voucher after you move.

    • Does not provide security-deposit assistance for moves outside of a WRA or outside our contracted service area of Erie and Niagara Counties.

    • Is not a general security-deposit assistance program.

  • Yes. HOME is a fair housing agency and can provide education about fair housing rights and responsibilities, as well as referrals for individuals who believe they have experienced housing discrimination.

MMP can also help participants navigate other housing-related issues, including:

    • Referrals to free credit counseling services to help participants address credit concerns.

    • Communication with your Public Housing Agency (PHA) worker, when needed, to help resolve issues or obtain information about your voucher or landlord packet.

    • Education and guidance about housing-related processes and requirements.

  • Everyone who submits an application is invited to attend a New Client Orientation.

After attending orientation, eligible participants are connected with a mobility coach who will work with them throughout their housing search.
